JOB SUMMARY: Provide leadership and instruction of the development, promotion, implementation and evaluation of Adult Basic Education programs including adult basic skills, GED preparation, English as a Second Language (ESL), Functional Workforce ESL, Adult Diploma and other programs as appropriate.

SCHEDULE:  Up to 35 hours per week during the school year (9 months), & up to 20 hours per week during the summer (3 months)

RATE OF PAY:  $40.41 per hour

MAIN AREAS OF ACCOUNTABILITY:

  • Program Development and Oversight

    • Leads Adult Basic Education Programs

    • Makes recommendations regarding hiring, evaluation of staff, volunteer and support staff; determines and implements necessary staff development.

    • Addresses concerns/problems identified by program participants, staff and community members.

    • Evaluates program effectiveness on an ongoing basis; develops annual program goals.

    •  Develops procedures to meet reporting requirements for state and federal funding.

    • Researches state and federal regulations relevant to Adult Basic Education programs and ensures district compliance.

    • Insures the maintenance of student educational records, and provides a process for hearing complaints/grievances of students, staff and parents.

  • Program Budget Management

    • Monitors and evaluates annual budget for all Adult Basic Education programs.

    • Researches and prepares grant proposals for supplemental funding.

    • Considers and evaluates staff requests for supplies/materials and professional development.

  • Facilitates and maintains relationships with community partners

    • Designs structures and processes to promote community engagement, support and ownership.

    • Facilitates communication among district entities involved in the development and delivery of programs that impact adult education.

    • Develops and implements marketing strategies for student and volunteer recruitment.

  • Assists in the collection, analysis and monitoring of data for the purpose of managing and improving Adult Basic Education programming.

    • Assists in the development of program goals based on analysis of data for the purpose of improving the outcomes for students.

    • Provides support to staff for the purpose of achieving outcomes in relation to continuous improvement goals and school improvement plans.

  • Provides Staff Training and Support

    • Conducts training and meetings for ABE instructors and also provides staff development.

    • Serves as a resource for information regarding ABE, its purpose, objectives and applicable laws and regulations.

    • Determines need for and provides in-service training to staff based on research-based instructional strategies.

Education and Experience:

  • Bachelor’s degree in Education with valid Minnesota teaching license or the ability to obtain
  • Experience in Adult Education

Preferred Qualifications:

  • Masters Degree in Educational Leadership or like degree
  • Supervisory and management experience

Special Knowledge/Skills:

  • Strong organizational skills and ability to plan events and oversee programs
  • Ability to communicate effectively with students, staff, parents, and the general public
  • Knowledge of budget development and management
  • Knowledge of adult education trends
  • Exemplifies high standards of professional practice and behavior.
  • Ability to work with, supervise and lead individuals with a variety of styles and personalities.
  • Knowledge and understanding of ABE program  policies.
  • Ability to assess, diagnose and evaluate programs.
  • Ability to demonstrate enthusiasm and commitment toward the job and mission of the School District & ABE program.
  • Grant writing experience preferred
